The second highest official at the Pentagon, David Norquist, signed the bill while alleging that service secretaries will be able to issue waivers on a case-by-case basis.

The Pentagon’s ruling will fall into line with President Trump’s announcement to ban transgenders from serving in the military. He was convinced to limit that ban to “those who may require substantial medical treatment,” or individuals with gender dysphoria.
